Shanghai Institute for Science of Science

Institutional description

The Shanghai Institute for Science of Science (hereinafter referred to as the Institute for Science of Science) is one of China’s earliest soft science research institutes established in January 1980. The Institute for Science of Science is a public welfare institution of scientific research with serving decision-making on innovation as the tenet, sticking to demand guidance, problem guidance and application guidance, focusing on fields such as science, technology and innovation strategies, public policies and industrial technology innovation, combining soft science and hard science, integrating research and consulting, and dedicated to building a high-level professional platform-type science, technology and innovation think tank with special characteristics.

Relevant research around artificial intelligence is one of the important research directions of Shanghai Institute of Science in recent years. They participated in the formulation of China’s national AI development plan. They are the main contributors to several AI plans of the Shanghai government. As a government think tank, they are studying how to make Shanghai a pilot area for AI innovation and development. Research projects currently under way include sorting out the technical system of artificial intelligence and forecasting its future development, for 2035, the economic and social impact of AI, the medium and long-term impact of AI on ethics, law and government governance. As the organizer, they organized the AI Governance Forum of the World Congress on Artificial Intelligence. They are also an important platform to organize discussions among government, industry and academia at Shanghai.

Principal investigator: Li Hui

Li Hui, PhD, is an associate research fellow at the Shanghai Institute for Science of Science (China). He received his doctorate majoring in history of science in 2011 from Shanghai Jiao Tong University, including two years of joint training in the University of Pennsylvania (2008-2010). His research focus is on new scientific and technological revolutions, and industrial transformation, especially the social impact and governance of AI. He regularly participates in the formulation of Chinese government strategies and plans on AI. He participated in the formulation of a new generation of AI development plan in China. He participated in the formulation of several AI development plans in Shanghai and is the main author of the AI governance section. The current research projects include the new scenarios and rules of AI, the construction scheme of AI pilot area and so on. As the main role, he organized the AI governance forum, which is one sub-forum of the World AI Congress (Shanghai).

The Department of Computer Science and Engineering (CSE), Shanghai Jiao Tong University (SJTU)

Institutional description

CSE Department is one of the premier institutions in China for computer science research and education. In recent years, computer science and technology comes into widespread use in daily life and new technologies such as cloud computing, Internet of Things, mobile internet, big data, etc. are emerging. Accordingly, CSE Department adjusted its subject directions and now strong research groups have formed in the areas of theoretical computer science, parallel and distributed systems, computer networking, intelligent human-computer interaction, cryptography and information security, etc. In accordance with international standards, CSE department is striving to become one of the top computer science departments in the world.

He earned his PhD at Harvard University. His research directions include computer architecture, integrated circuit design, low-power hardware and software co-design, and big data center system architecture. He has published more than 90 papers, including ISCA, HPCA, MICRO, ISSCC and other top international academic conferences. He has won IEEE MICRO TOP PICKS many times. He hosts and participates in many domestic and foreign natural science foundation’s projects, and is a specially invited reviewer for many international academic conferences and journals.
